The research activity has focused on waste management and the analysis of public policies to promote recycling and, in particular, the regeneration of used oils, reaching a first scientific-technical achievement with the reading of the Doctoral Thesis: " Las políticas para promover el reciclaje: El caso de los Aceites Usados," by Asunción Arner Guerre, directed by Dr. D. Ramón Barberán Ortí, on 06/09/2002, obtaining the qualification of Sobresaliente Cum Laude, unanimously. The results of the Thesis materialized in the publication of the articles: Arner, A., Barberán, R. y Mur, J. 2003. Las políticas públicas de fomento del reciclaje: La regeneración de aceites usados, Hacienda Pública Española, 167 (4), pp. 33-55 and Arner, A., Barberán, R. y Mur, J. 2006. Las políticas de gestión de residuos: los aceites usados, Revista de Economía Aplicada, 14 (42), pp. 81-100. The research was carried out with the participation in the Grupo Consolidado de Economía Pública S19 from 01/01/2003 to 31/12/2012. Also, in the Reference Group Grupo Decisión Multicriterio Zaragoza GDMZ from 01/01/2017 to 31/12/2019. At the same time, it has involved participation in different national and international congresses.
Royal Decree 679, of June 2, 2006, on used industrial oils, establishes the extended responsibility of the producer in the management of waste oils and the ecological objectives of recovery and recovery, respectively, of 95% and 100% of waste oils subject to the royal decree, in 2006, and of regeneration of 55% and 65% of regenerable waste oils, respectively, in 2007 and 2008. The study of the dynamic effects that the ecological objectives, established by Royal Decree 679, have on the quantity of used oils destined for regeneration and the price of first refining oils by estimating an error correction vector, as well as calculating the impulse-response functions and analyzing the decomposition of variance (Arner, A. 2017. The Spanish Used Oils Market: A Vector Error Correction Model, International Journal of Energy Economics and Policy, 7 (6), pp. 1-10).
Likewise, significant results are obtained in evaluating the efficiency of the policies proposed in Arner, A. 2018. Evaluation of Waste Oil Management Policies: The Extended Producer Responsibility, Brazilian Journal of Business, 3 (1), pp. 921-937. The study of waste electrical and electronic equipment scraps and end-of-life vehicles, together with that of used oil, is materialized in the articles: Arner, A. 2020. Extended Producer Responsibility for Waste Oil, E-waste and End of Life Vehicles, International Journal of Economics and Financial Research, 6(10), pp. 223-235 and Arner, A. 2022. The Extended Producer Responsibility for Used Oils, International Journal of Energy Economics and Policy, 12(2), pp. 210-217.
