Full Professor of Administrative Law at the Faculty of Law, University of Zaragoza. I have six teaching quinquennia (30 years), four research sexennia (24 years), and one knowledge transfer sexennium (6 years, the maximum recognized to date), all positively evaluated.
I am the author of eight monographs, four of which address issues in urban planning, housing, and territorial organization, and two focused on public procurement, one of them specifically on cloud services procurement (Property, Equitable Distribution, and Urbanism, Aranzadi, 1998; An Alternative Urban Planning Model: French Law, Cedecs, 1998; The Constitutional Guarantee of Legal Unity in the Autonomous State. Competence, Prevalence, and Subsidiarity, Civitas, 2000; Territory Governance and the Autonomous State, Tirant lo blanch, 2001; Public and Private in Sports, Bosch, 2003; Right to Housing and the Real Estate Bubble: From Ownership to Leasing and Rehabilitation, Wolters Kluwer, 2012; Public Procurement in Spain: Overregulation or Strategy?, Civitas, Madrid, 2018; Public Procurement of Cloud Technology, with Gerardo García-Álvarez and José María Gimeno, Aranzadi, 2022). I have also published approximately one hundred articles in national and international publishers and journals (RAP, REDA, RArAP, Ius Publicum Network Review, RUyE, RDU, among others).
I have also been editor and co-author of seven collective volumes (Urban Rehabilitation and Regeneration in Spain: Current Status and Perspectives, Monographs RArAP, 2013; Banking Reform in the European Union and Spain, Aranzadi, 2014; Corruption in Spain: Scope, Causes, and Legal Remedies, 2016; The Public Sector Contracts Law, Monographs RArAP, 2018; Legal Regime of the Aragonese Autonomous Public Sector, Monographs RArAP, 2022; Administrative Law for Exception, Tirant lo blanch, 2023; and, forthcoming, The Treaty on Housing Law, BOE, 2025).
I have developed extensive professional experience in consulting and advisory services for public administrations and private entities. I drafted, among other legal and regulatory provisions, the Aragon Law on Urgent Measures for Protected Housing (2003), the Aragon Urban Planning Law (2009), the Aragon Law on Integrity and Public Ethics (2017), the Decree-Law to Promote Electricity Production from Wind Energy in Aragon (2016), and the Aragon Administrative Simplification Law, which regulated non-wind renewable technologies, among other issues (2021). I also led the drafting team for the Aragon Public Sector Legal Regime Laws and the Reform of the President and Government of Aragon Law (2021).
I have served as Director General of Housing and Rehabilitation (2003-2005, 2009-2011), Director General of Urban Planning (2005-2007), and Secretary General (2015-2021) for the Government of Aragon, also acting as Secretary of the Records. Additionally, I have participated in various advisory and active bodies on sports, territorial planning, urban planning, and public procurement, among others.
I have participated, with various responsibilities, in sixteen research projects on topics including rehabilitation, environment, urban planning, housing, and territorial planning. I am also the Director of the “Zaragoza Housing Chair,” funded by the municipal company Zaragoza Vivienda, which focuses on housing policy. I have been a speaker at numerous courses and conferences.
