José García Moros was born in Zaragoza, Spain, in November 1971. In 1994 he received the degree in Physics from the University of Zaragoza (UZ) and in 1998 the PhD title Excellent “Cum Laude” and Honors Doctorate (Premio Extraordinario de Doctorado) within the doctoral program in Communications Technology and Telematics. In 1999 he started in the Department of Electronics and Communications Engineering where he holds a position of Full Professor (Catedrático de Universidad). From 2009 to 2013 he was the Head of the Department of Electronics and Communications Engineering, and from 2011 to 2017 has been member of the Grade Studies Commission in the UZ.

Member and coordinator of several research groups recognized as reference groups, currently attached to the Communications Networks and Information Technologies (CeNIT) group. Member of the Aragón Engineering Research Institute (I3A). His professional research interests focus on issues related to communication networks (including coding methods and transmission protocols, security and quality of service mechanisms, network management, etc.) and application to biomedical engineering (mainly in the field of e-Health, for the development of interoperability standards of medical devices and clinical information systems, telemonitoring architectures, and design and evaluation of e-Health services). He has performed research stays in the US (1996), Sweden (1997 and 1998) and Austria (2004-05), and has advised/coadvised 8 PhD thesis.

He has published 53 papers in international journals indexed in the JCR (25 in Q1, 16 in Q2, 6 in Q3, 6 in Q4) and more than 170 contributions in national and international conference proceedings. Four six-year research periods recognized (1995-2000, 2001-06, 2007-12 and 2013-18). More than 2.700 citations in Google Scholar and a value of h-index of 31, more than 1.000 citations and h-index of 20 in Web of Science, and more than 30.000 paper reads in ResearchGate.

He has participated in more than 50 research projects (leading more than 20 of them), including R&D projects (Spanish National Plan, EU, etc.), transfer of research and technology projects (Avanza, PETRI, etc.) and private financing contracts (Telefónica Móviles, Teltronic, TB-Solutions, SMC, etc.). He has participated in the organization, and has been part of the scientific committees and moderator of sessions in national and international conferences, reviewer of numerous papers in international journals and evaluator of national and international projects. Member of the IEEE (Institute of Electrical and Electronics Engineers), SEIB (Spanish Society of Biomedical Engineering), and RISDEFSEG (Network for Innovation in the Defense and Security Sector).
