University Professor. General Vice-Secretary of the University of Zaragoza, formerly Professor Secretary of the Faculty of Law and Deputy Director of the Department of Public Law. Coordinator of the Master's Degree in Public Administration Law URV-Unizar at the University of Zaragoza. Two six-year terms of CNEAI research and two six-year terms of ACPUA research. Author of two legal monographs, coordinator (together with Prof. López Ramón) of another and author of more than thirty book chapters and articles in specialist journals. Gascón y Marín Public Law Prize, Giménez Abad Prize on political and territorial decentralisation and Extraordinary Doctorate Prize from the University of Zaragoza.  Spanish correspondent for the Réseau des Juristes Européens en Droit de l'Eau, directed by Prof. B. Drobenko, member of the Observatory of Environmental Policies (from 2010 to the present), and member of the Latin American Network of Public Goods, chaired by Prof. F. López Ramón (from 2013 to the present). Three research stays, as guest professor, at the University of Paris I Panteón-Sorbona (France) and one at the University of Catania (Italy), for the realization of the European Dottorato Diritto amministrativo.
