Carlos Garrido López is holds a PhD in Law by the Universidad de Zaragoza and is a Senior Lecturer of Constitutional Law in the Faculty of Law at said university (accredited as professor by ANECA), where he has spent his academic career. He has completed research stays at the Centre de Recherche de Droit Constitutionnel and at the Centre de Recherche sur le Droit Public des États Européens of the Université Paris 1 Panthéon-Sorbonne. It has four six-year research terms recognised by the Comisión Nacional Evaluadora de la Actividad Investigadora (CNEAI), and one six-year transfer recognised by CNEAI. He is the author of several monographs (Demanda regional y proceso autonómico, Tecnos, 1999; El Senado ante el enigma de la representación territorial, Marcial Pons, 2019; Decisiones excepcionales y garantía jurisdiccional de la Constitución, Marcial Pons, Madrid, 2021 y Del centralismo a la generalización de las autonomías. La práctica del principio dispositivo, Aranzadi, Cizur Menor, 2023), contributions to collective books, and scientific papers published in journals in his speciality (REDC, TRC, REP and RDP, among others) on the regional issue and the formation of the state of autonomous regions; political representation in provincial governments; autonomous parliamentary commissioners; the constitutional functions of the Military; and extraordinary decisions in times of crisis and their jurisdictional control. In recent years, he has focused his research activity on inner-party democracy, the concept of territorial representation as an attribute conferred on federal second chambers and, specially, on the different types of referendum operating in Comparative Law as stimuli and counterweights for representative democracy.
At present, Carlos Garrido López is the Principal Investigator of the Reference Research Group S10_23R “New Forms of Political Participation in Advanced Democracies” (01/01/2023-31/05/2025), and the Principal Investigator, and Principal Investigator, with Dr. Enrique Cebrián, of the Research Project PID2020-113216RB-I00 on ‘The citizens’ initiative linked to the referendum’ (1/09/2021-31/08/2024). Within the context of this Project, he has coordinated, with Dr Enrique Cebrián Zazurca, several collective monographs: La iniciativa ciudadana vinculada al referéndum: modelos comparados, Aranzadi, 2023 y La iniciativa ciudadana de referéndum y de consultas populares en España, Aranzadi, 2025. Previously, he has been Principal Investigator, with Dr Eva Sáenz Royo, of the Research Project (DER2016-75406-R) “Models of Comparative Law for a New Regulation on Referendums and Popular Initiatives” (01/01/2017-31/12/2019). Within the context of this Project, he has coordinated several collective monographs: La funcionalidad del referéndum en la democracia representativa, Tirant lo Blanch, 2017, Referéndums y consultas populares en el Estado autonómico, Marcial Pons, 2019 and El referéndum en el Derecho Comparado, Tirant lo Blanch, 2020. Besides these collective works, he has coordinated Excepcionalidad y derecho: el estado de alarma en España, Zaragoza, 2021 and La organización territorial del Estado, hoy, Tirant lo Blanch, 2016; La reforma del Estado de partidos, Marcial Pons, 2016, and with Interiores del Príncipe moderno: la democracia en los partidos políticos, 2015. Since 2003, he has been a non-judicial member of the Junta Electoral Provincial of Zaragoza in all the electoral processes celebrated in the city.
