Eva Sáenz is Professor of Constitutional Law at the University of Zaragoza. Graduated in Law in June 1997 from this University with an average rating of "outstanding". Doctor of Law in June 2002 with the qualification of "outstanding cum laude" after obtaining between 1999 and 2002 the FPU predoctoral grant from the Spanish Ministry of Education and Culture.

She has more than 50 publications among articles in specialized magazines and collaborations in books on constitutional law. In addition, she is the author of a Manual of Constitutional Law (Presses of the University of Zaragoza, 2017, re-edition of 2019, re-edition of 2022) and four monographs: "Social state and political decentralization", Thomson-civitas, 2003; "Debunking myths about the Autonomous State", Marcial Pons, 2014;" The referendum in Spain ", Marcial Pons, 2018; The financing of health and education in the Autonomous State, Marcial Pons, 2022. She is co-editor or coordinator of the books:" Direct political participation. Referendum and popular consultations ", Comuniter, 2013; "The reform of the Political Parties State", Marcial Pons, 2016; "The functionality of the referendum in representative democracy", Tirant Lo Blanch, 2017; "Referendums and popular consultations in the Autonomous State", Marcial Pons, 2019; "The referendum and its initiative in comparative law", Tirant lo Blanch, 2020. She also has various publications on official Internet pages and in non-indexed magazines and newspapers of regional and national circulation. The lines of research in her career are basically two, federalism and democracy, from a perspective of comparative law.

She has enjoyed research stays at Georgetown University (Washington) and at University College of Dublin (Dublin). She has participated as an organizer or speaker at more than 60 conferences.

As a result of her research career, she has recognized two six-year periods of investigation by the ACPUA, two sections of investigation by the CNEAI and one six-year period of knowledge transfer. Also in the field of research, she has participated in various research projects, being a principal investigator in a project funded by the Ministry of Economy and Competitiveness.

As a national deputy in the Congress of Deputies, she was a speaker on various laws, including the Statute of Autonomy of Aragon.
